A brand new plant?

No way! This is a Dyckia fosteriana under heavy rain.
Just like a fancy cat under the shower.
The silver color in Dyckias are produced by scales.
These scales are produced By the leave tissues just like our skin does.
If they are continuously washed away they are not recovered any more.
If they just get wet they reappear as soon as the plant gets dry.
