Extremely beautiful and ornamental this plant maybe a Dyckia delicata affinis species.
All indicates this well may be a close related to delicata plant.
Its habitat in nature and the one of the delicatas are not that far apart from each other...but
even so far enough to prevent most pollinator agents from getting to both populations but
this may be possible as bats use to travel far.
